Designate Lead for Workstreams and Default as Owner of Deliverables/Tasks/Sub-Tasks

We have the ability to create new workstreams and add team members to those workstreams. Is it possible to designate someone as a lead for that workstream so when assigning a workstream to a deliverable/task/sub-task, the lead will automatically become the owner and the rest of the team will be come watchers?

This will help when having to assign owners by automatically defaulting the workstream owner. However, the user should still have the ability to change if needed.
