Ability to submit final deliverables as leading practices content from a work item Merged

to improve content collection and widen our net for continuously developed content, would be helpful to allow engagement team members to submit a file submission directly from a work item detail pane after a final deliverable is uploaded for that engagement. This would kick off the recommendation and migration process to include in the systems of record going forward.
