You shouldn't have to scroll to see that there are comments. Many people may not ever scroll to see that they are there, so they should be available in the window pane without having to scroll
To access the comment section faster, we do have a left nav bar in the Detail Panel. You can click on the "comment" icon and directly go to the Comment section of that work item.
With the new redesigned Deliverables page (coming soon) you can also access the comment section directly from the Deliverables page.
