Add skill needed / profile for each deliverable in PDM

Hi Team,

Idea:
add "WHO" to PDM L4: Program Manager, Architect, Test Lead, Tech Lead, etc. profiles meaning who should produce [R/A] the L4.

Business value:

Such element will simplify connectivity of PDM structure with multiple AI solution and match proper skills and agents to support delivery and simplify assignment people to relevant L4s.
