Don't ask for CES PRID when making a test workspace

Currently to create a test workspace a user needs to enter a numeric PRID.

Whiel in relaity, because it's a test, test workspaces shouldn't require a real PRID. I couldn't find anywhere that test workspaces require a PRID from the territory of WS creation - I learned it from Laura Utley. So far I've been entering random numbers. It will take time for practitioners to find a random PRID from their territory, if this requirement is communicated.

Please either offer a pop up with a test PRID to be used for TEST workspaces (eg 99999) or don't make it mandatory for TEST workspaces.
