[for discussion] L1-L4 Simplification

Hi Team,

Just to capture idea that we have discussed during the last workshops for potential simplification that can reduce number of elements in PDM structure. [in addition to L3 topic: https://concourse.ideas.aha.io/ideas/CONC-I-2429]

L1 AIRE approach is significantly changed from initial vision to current content mapping. Technically speaking all key methodology elements are laying in L2 and related L4.
For Example:

1. We can have phase 0 projects that finishes by PoC and handover to bigger transformation projects

2. We can have only Managed Services Project

3. We can have only Implementation Project

4. We can have mixed engagement [2+3] or event [1+3+2]

If we would like to enable engagement teams to select based on offerings content that they need and to allow in easy way to put project plan on L2 level based [as big blocks] without L1 and L3.
