Improve Onboarding & In-Product Guidance for New Users

Add role-based onboarding cues (e.g., tooltips, overlays, or a “What’s This?” info icon) to help users understand key components of the new PDM activation flow. As more teams transition into using these views, some users—especially those outside project management—struggle with unfamiliar terms and functionality.
