External User can access PDM content and click through/drill down on six levels of data

As an external user, I can access PDM content and click through/drill down on six levels of data:
- Stages (L1)
- Sub-stages (L2)
- Activities (L3)
- Deliverables (L4)
- Tasks (L5)

Reason: For user to allow client or other non-PwC member to access DM / tool as needed
