Add a "notes" section to work items

Different from comments to assign tasks or check status with a team member, there is a need at a work item level to capture meeting notes or key takeaways. E.g., a team member just wrapped up a milestone meeting, and instead of sending key notes via email to any members that missed the meeting, they can write up the note and save it to the appropriate work item with the current date.

This would also be a great add to bring into the Universal Create button that from anywhere in Concourse you can create "Add Note" and tag it to a work item.
