A suggestion: enable the ability to add a file via the "File" tab. At present, I see no clear ability to do so.
Istead, it appears I have to:
1) Go into Deliverables
2) Go into the individual step
2.5) (or add the step)
3) Enter the information for that step
4) Enter the file
Is there a more efficient way to simply upload a reference file (E.g., a record of an invoice) for later?

Hi Patrick! Good news, Universal Create has been released! You'll now see a plus button at the bottom of your screen that can be used to create or attach files from any page! Check out the Concourse Guide to learn more about what else you can universally create!
I know your original idea focused on the Files tab, so please let me know if you feel like this has been resolved with the Universal Create feature.
