Default Assignee based on Workstream / Concourse Stage

While Creating a concourse task, story , or deliverable (any issue type for that matter), can there be a rule defined to populate name of Assignees? An option to be provided to define default Assignees per workstream and as soon as a Issue is created, the name can be populated and email sent.
