Allow teams to create their own Delivery Map

Teams should be allowed to create, from scratch, their own delivery map. Many of the available ones have a lot of extra steps that do not apply to any of my engagements.

Allowing the team to create their own map would encourage use of Concourse and be time efficient as we would not have to comb through and delete irrelevant steps. Also it would allow my team, in particular, to add individual audits that would help us track the progress much better.

Of course, there should be a set of required steps that come pre-loaded with every custom map, but I think it would be helpful to spend some time up front creating a map if it means actually using and sticking to it throughout the engagement.
