Users required to have accessed workbench prior to creation of Concourse workspace

Hello! I've had a few incidents where my created concourse workspace would not load and finish creation. IT later told me it was because some users added had not previously accessed workbench which was linked to teams (so teams could not be configured, not allowing workspace to be created). It is hard to tell who had fulfilled this prerequisite beforehand.
