Issue with syncing Concourse files into Save It

If you attach a file under a Level 2 activity in the Deliverables tab and mark the activity as Completed, the files do not get sent over to Save It. The team observed that it only transferred the file to Save It once it was attached to a Level 3 activity that was marked as Completed.
