I have an interesting idea to add the possibility for the users to descope mandatory items [L4s]. However, with one "but": they will have to provide explanation why those items are removed [it will allow us to collect additional feedback and clean-up less relevant content].
Note: users still can remove those items in Jira but we will not have any reasoning about such action.

users still can remove items in Jira. At such situation we are removing for us possibility to understand why those items were removed from the scope. Such change will:
1. Allow to track all mandatory items removal and collect feedback
2. Define backlog for items needed for revision based on imidate user feedback
3. Prevent items removal by providing additional reasoning for the user why this item is mandatory and motivate user to keep in the scope
Hi @Oleksandr Prokopiv the only Mandatory items in Concourse today are from Program Management and Quality Management Delivery Standards, and are expected to be completed on all engagements. We have worked with those teams to further reduce the total count, but guidance is that these are not to allow deletion from scope.
