Editing work steps in Concourse

• There is difficulty in customizing the scope, particulary when we need to add new work items or change mandatory items to optional items.
• Please evaluate whether we need to create scoping without referring to current offerings, such as adding work items from the scratch.
• While Jira allows add or modifying work items/steps, Concourse does note support such changes during the scoping process.
→ A feature enabling users to directly add or modify work items/steps in Concourse prior to scope activation is required.
