When a WS is still provisioning, in the scoping view, and activate button is greyed out, the pop up says "only o9ne scope can be active" insstead of "activation will be available after saveit finished provisioning". This message is correct in the pop up over greyed-out activate button on the "scopes" page but not inside the "scoping with offerings" page.
