When I want to edit offerings list while working on the scope and I want to move forward, sometimes "Continue" button is inactive and I need to manually click on "Delivery plan" on the left of the screen to move forward. Screenshot shows an example of that situation.

User experience is not consistent: if you remove offering it should disappear from left menu and allow user to proceed forward through standard flow. At the current stage, user can be lost as after deselecting offering continue button is inactive - it should be active and allow user to proceed forward. Only if no offerings selected in total [not per section] user should not be able to proceed as we cannot generate delivery plan [as nothing is selected].
Easy solution: add some kind of error message instead of making button inactive [as currenly users have no info why they cannot proceed].

The Continue button is inactive in this situation because there are no offerings selected within that specific Offering sub-group. Each Offering sub-group needs to have at least one offering selected in order to proceed. If a particular sub-group isn’t needed for the scope, it should be removed.
You still have full access to move around your scope using the left hand navigation. If you’re unsure which offerings need to be selected at that time, you can navigate to other sections (such as the Delivery Plan) and return to update the offerings later.
