Create a Parent WI for Unparented Items Upon Activation

Put Simply: Auto-create a parent work item when unparented items exist in the workspace and link those to the 'placeholder' parent.

Why it Matters: Some workspaces are activated with deliverables that aren’t linked to a parent, making organization and tracking harder.

Additional Context: This logic should trigger only when a workspace is being activated and unparented deliverables are present. A generic “Parent Deliverable” work item can be used if needed.

Acceptance Criteria:

• System checks for unparented items at activation.

• A parent work item is created and linked to all orphaned items for placement in Jira Cloud (PDM BB and PDM Offerings).

• Parent is clearly labeled and editable by the user.

• Messaging is sent to the logs and a support team member is made aware of the issue for resolution of the content.
