Put Simply Statement:Receive resource rate information from FlexForecast for Domestic and AC Resources

Integration endpoints for Flex.
Automated weekly update syncs
Early ACs:
ePro will receive all RSR data in FlexForecast and update it at X interval (currently weekly)
ePro will have to display both Domestic and AC Location RSR data so that it can be assigned
There's a question of whether or not we'd want to be able to add the ability to change this on the user side
All relevant data can be exported in required formats.
Integration is tested and reliable.
Errors and data mismatches are reported and resolved.
