Empty Jira business templates

With Concourse Native Canadian practitioners used to leverage Internal workspaces with no delivery maps for all sorts of tracking / internal boards / initiatives where no pre-built project plan existed. How can we leverage Jira Cloud (probably the lighter business template) to allow staff to do the same (where PDm content is not required)?
