Mandatory SF ID when Delivery Plan is activated

We need to require a SF ID when an individual does to activate the Delivery Plan. This way, they can still start scoping without SF ID but be required to enter the info when they move from Pursuit to Delivery. This is a critical piece of data required so we can better track adoption.
