When creating a scope using Offering Groups, unable to see saved Scopes, only have option to active on when going through the scope wizard.

Hey Brian, this was a known issue. The fix has been deployed tonight in prod. Can you please test it again tomorrow. It should work fine now. Please feel free to ping me directly in case you see any issues still.
