Dashboard Usability Merged

Update the Dashboard tab to remove "Completed" items by default so the user can more effectively focus on the tasks that need to be accomplished. The user would still have the option to add Completed items back in if they wanted.

    It would be great as the engagement owner of a project for the Dashboard to reflect the overall status of all parts of the project, not just the owner.
