Update options for Mandatory / Required / Not Required work item to Mandatory, Recommended, or Elective / Supplemental

Update options for Mandatory / Required work item to have 3 options and be Mandatory, Recommended, or Elective / Supplemental. This gives practice teams greater flexibility for standard content recommendations and help guide teams to use better scope their engagement. Mandatory would be OFRO, Quality, and some high level PM deliverables. Whereas recommended would be the next critical level of what a typical engagement should always do. Then Elective / Supplemental would be additional scope depending on project type.
