PMO Delivery Team Mandate

Scoping flow is now auto selecting PMO and Quality Delivery Team and assigning them to the Mandatory Building blocks. This is bringing in tasks and sub tasks from the those delivery teams into the scope.

Some of the other Delivery teams / service have already defined tasks and sub tasks. For example I added the Oracle Implementation delivery team to the PMO BB and that added 3 additional tasks to the same deliverable, we are causing unnecessary overlap (See Image 1)

Now I went ahead and removed the PMO delivery team from the PMO Building Block and assigned only the Oracle Delivery Team to the PMO BB. The tasks that the PMO delivery team added to the list were never removed. (See Image 2)
