Admin Portal: Bulk update work item attributes (e.g. Territory)

To improve content maintenance, provide ability to bulk update / multi select work items and update common attributes such as Territory, Technology, Domain, Delivery Team, etc. intead of have to click into each item one by one. This will be critical when we turn on new territories and need to expose broad groups of specific content.
