Specific control over work items for deletion or updates for PDM

As an internal user, I will be able to select any additional Activities /Deliverables /Tasks /Sub-Tasks to be deleted (removed from scope) or updated to meet scope requirements and Concourse will reflect this. Certain Activities /Deliverables /Tasks /Sub-Tasks will be required and may not be deleted.

Reason: For user to have a truly relevant DM
