Concourse JIRA Synchronization for PDM

As an internal user, the selections I make integrate with Concourse and/or Jira so that the different applications are synchronized. The variables I can select as an end user will be:
- Stages being executed
- Scope of work being performed

Reason: For user to have tie-in to Jira if they so choose to use Jira in addition to Concourse
