RAID: Show only owners that have RAID items assigned

As a Concourse PMO user, I would like to quickly filter on RAID by owners. Currently, everyone in the workspace show up in the owners list. Only folks who have been assigned as owners should show up. That way its easier to filter on owners knowing well that these folks have at least one raid item assigned to them.
