RAID log workflows

The current workflows in concourse are over simplified and are not usable in reality from a PMs perspective. I specifically have a challenge using the RISK workflow - there is a certain accountability on the client to either

1) Accept the risk logged

2) find a resolution, and mitigate the risk

3) transfer the risk

4) reject the risk

5) Not do anything - in which case an overdue risk will now become an issue

Each of these 5 things are UNIQUE end-state outcomes - the current workflow does not allow to document for this
