Scope Additions - Add role-based activation/approval controls tied to project/engagement leads

When scope is added after activation, I need the right project or engagement lead to have the final say before it is activated and sent to my in-flight Jira project. This is not just a project operational step; it can affect delivery and team responsibilities. A clearer approval point would help ensure the change is intentional and properly governed.
