Update Intelligent Scoping to use Custom RAG

Update Intelligent Scoping to use the new Custom RAG framework created by our TE team using Databricks, optimized payload structure, increased data sources and near real time updated content. This effort should be combined with transitioning Intelligent Scoping to an Agent.
